PHILIPPINES — The Department of Human Settlements and Urban Development will soon launch a new modality under the Expanded 4PH Program, allowing private developers to dispose of existing condominium inventory while giving homebuyers access to prime-located units at lower prices.


A Solution for the Condominium Glut


DHSUD Secretary Jose Ramon Aliling announced the initiative during a Private Sector Advisory Council meeting presided over by President Ferdinand R. Marcos Jr. The new modality covers prime-located condominium units priced at ₱3 million and below, making them accessible through Pag-IBIG Fund’s low-interest home loans.


The program directly addresses the oversupply of ready-for-occupancy units, particularly in the National Capital Region. By enabling developers to move unsold inventory, the government hopes to stabilize the market while expanding housing options for working-class Filipino families.


Aliling described the initiative as a win-win solution for both homebuyers and developers. The guidelines will be announced soon by DHSUD and Pag-IBIG Fund, with top developers already expressing willingness to reduce selling prices to participate in the program.


Support for Developers and Balanced Housing Compliance


Beyond addressing inventory issues, the new modality will help private developers comply with the government’s balanced housing program. This requirement mandates developers to allocate a portion of their projects for socialized housing or pay equivalent fees.


By purchasing inventory units under the Expanded 4PH, developers can fulfill their obligations more efficiently. The arrangement creates a predictable market for unsold units while ensuring that affordable housing reaches those who need it most.


The meeting drew participation from major industry players, including executives from Aboitiz Group, Allianz Global, Robinsons Land, Ayala Land, and SM Prime Holdings. Their presence signaled strong private-sector support for the government’s housing agenda.


Expanding Access to Prime Locations


Ayala Land President Meanne Dy noted during the meeting how Pag-IBIG Fund’s low-interest programs under the Expanded 4PH help the real estate sector manage inventory challenges. The new modality builds on this momentum by targeting units in strategic, well-connected locations.


For Filipino families, this means access to homes near workplaces, schools, and transport hubs without the premium price tag. The ₱3 million price ceiling ensures affordability while maintaining quality and convenience. Low interest rates further reduce the monthly burden on buyers.


The program aligns with President Marcos Jr.’s vision of providing dignified housing to every Filipino household. By leveraging existing inventory rather than building new units, the government can deliver results faster and at lower cost.


A Whole-of-Government Approach


The PSAC meeting included key government officials such as Executive Secretary Ralph Recto and Planning Secretary Arsenio Balisacan. Their involvement underscores the administration’s coordinated approach to solving the housing backlog.


Aliling welcomed the private sector’s engagement, calling the meeting a testament to the administration’s commitment to strengthening the housing sector. He emphasized that collaboration between government and industry is essential to sustaining progress.
